So what is actually going on when people talk about average IQ by age and does cognitive ability actually develop differently at different ages during childhood and adolescence?

Asking what is the average IQ for a 13 year old is like asking what is the average percentile for a 13 year old. It is always 50th by construction. The more interesting question is how different cognitive abilities develop at different rates across childhood and adolescence.
This is a really common misconception and it is worth clearing up
Modern IQ scores are always age normed by design, meaning your score of 100 at age 12 and your score of 100 at age 40 both mean the same thing: you performed at the average level for your specific age group.
